Under the Maori Trust Boards Act 1955 requirements the 2006 triennial election of the Maniapoto Maori Trust Board has been conducted and is nearing conclusion.

 

The 2006 election results have been declared – to which the 2 nd page of this letter refers.

 

Firstly, many thanks to all candidates who were nominated to represent the Maniapoto Maori Trust Board. Your passion and commitment to the cause is applauded. Aku mihi nui kia tatou katoa.

 

Secondly, congratulations to those candidates who were successful in the general election. The current Trustees have assisted me in making good ground over the past 18mths and I look forward to working with you all in maintaining that momentum. The skills and experience you all bring to the table will be invaluable to the positive progression for Ngati Maniapoto.

 

Thirdly, in addition to the General elected candidates, congratulations to the Miria Tauariki (Te Arikinui Te Atairangikaahu representative), Tiwha Bell (Te Kaumatua Kaunihera o Maniapoto representative) and the respective Regional Management Committee representatives :

Outline
The next triennial election of members to the Maniapoto Maori Trust Board (MMTB) is due to occur in June 2006 with the term of office for current members expiring on 22 July 2006.

Under the Maori Trust Boards Act 1955, the triennial election must occur to coincide with the expiry of the current term of office (midnight, 22 July 2006).

The current members (elected by beneficiaries) were elected on 28 February 2003, but the formal appointment was not made by the Governor General until 23 July 2003.

Under sections 46 and 47 of the Maori Trust Boards Act 1955, nominations are to open no later than 4 months before the expiry of the current term of office and close no later than 3 months before the expiry of the current term of office.

Voting documents must be posted to beneficiaries no later than 1 month after nominations close (section 51), and voting must close no later than 1 month before the expiry of the current term of office (section 52).

Results must be conveyed to the Secretary for Maori Affairs no later than 20 days before the expiry of the current term of office (section 49).

Accordingly, the following timetable with election day being Wednesday 21 June 2006 is proposed.

Roll of Beneficiaries
An up to date Roll of Beneficiaries is to be compiled by the Trust, with a recommended closing date of Friday 21 April 2006.

The Maniapoto Maori Trust Board has the jurisdiction to determine whether any person applying for inclusion on its Roll of Beneficiaries is qualified (section 42, Maori Trust Boards Act 1955).

It is anticipated that the Roll of Beneficiaries (active beneficiaries only) may contain approximately 8,000 beneficiaries, electing six members.

Nominations
Nominations will be called by the Deputy Returning Officer between Tuesday 21 March 2006 and Friday 21 April 2006 (one month).

Each nomination received would require a brief candidate profile and it is suggested this be limited in size to cover details relating to:
  • name
  • personal details (including tribal affiliation)
  • occupation
  • personal interests
  • other community involvement
  • candidate statement (max 50 words, and including an optional recent passport-size photograph)

Voting Mailer
The voting mailer would consist of the following:
  • outward envelope
  • pre-paid return envelope
  • personalised voting document
  • candidate profile sheet

Preliminary and Official Counts
The Preliminary and Official Counts (including a reconcilation of results between counts) of votes will be undertaken on Friday 30 June 2006 with results known later that day.

Advertising
The Maori Trust Boards Act requires the Secretary of the Board to call for nominations and to invite applications for inclusion on the Roll by public notice not later than 4 months before the expiry of the current term of office (section 46, Maori Trust Boards Act).
